친구들에게,
한국의 여러 노동조합, 교수, 법률가, 시민사회단체와 활동가들이 투기자본에 대항하기 위한 회의를 조직하고, 투기자본에 대한 지속적인 캠페인을 벌이는 "투기자본감시센터"라는 새 단체를 만들기로 했다는 소식을 듣고 우리는 큰 기쁨과 감동을 느꼈습니다.
한국의 활동가들은 지난 15년이 넘는 기간 여러 선전과 투쟁의 최선봉에 서 왔습니다. 전세계는 과거 군부독재를 끝내기 위한 한국 각 시민사회단체들과 학생과 노동 계급의 파업을 지지했습니다. 또한 국제 연대에 있어서의 한국 운동의 중요성을 보여준 최근의 주요한 투쟁과 활동도 지지하였습니다.
아셈 대안 회의, WEF 반대 공동행동 조직위, 한국 농민 노동자 단체, 칸쿤의 활동가들, 노동조합원들의 집회와 파업, 그리고 한국의 수많은 전쟁반대단체들에 대해 알고 있습니다. 이러한 사안들은 신자유주의 세계화, 부시 행정부의 정책과 전쟁에 반대하는 거대한 국제 연대운동의 한 부분입니다.
작년 2월 15일, 우리는 1천 오백만 이상의 사람들이 거리에 모여 이라크 전쟁을 반대했습니다. 또한, 최근 수년동안 국제적으로는 물론, 각 국가적 차원에서 신자유주의 정책에 반대하는 운동들이 조직되었습니다. 이러한 운동들은 국가와 국제적 차원에서 세력관계를 변화시키는데 극히 중요합니다.
그러나, 보다 명확한 타켓에 초점을 맞춘 조직, 단체들과 캠페인을 만드는것 역시 중요합니다. 이러한 의미에서 "투기자본 감시센터"의 창립은 매우 중요한 일보 입니다.
저는 한국의 "투기자본감시센터"가 투기자본과 세금회피에 반대하는 캠페인을 벌이는 모든 운동단체들과 전세계에 있는 ATTACs 과 연대하기를 바랍니다.
실제로 내년 1월 말 포르토 알레그레에서 열릴 차기 세계사회포럼이 이 중요한 이슈에 관한 연대회의를 건설하는데 주요한 장소가 될 것입니다. 그러나 프랑스 아딱은 언제 어느 때라도 연대 사업을 기쁘게 받아들일 것입니다.
저는 "투기자본감시센터"가 아주 훌륭하고 흥미로우며 생산적인 단체가 될 것을 확신하며, 신자유주의 정책과 투기자본에 대항한 광범위한 세계연대 건설을 위해 함께 일할 날을 손꼽아 기다리고 있습니다.

Dear Friends,
It was a big pleasure and strong emotion for me to hear that several unions, teachers, lawyers, NGOs and activists in Korea decided to organise a conference against speculative funds and to create a new organisation "Spec Watch Korea" to build a permanent campaigns on this issue.
Korean activists have been at the front line in of a lot struggles and campaigns for more than 15 years. The entire world supported the strikes of the working class and students and the mobilisations to end with the military dictatorship and, more recently, a lot of major events, conferences and mobilisations showed the importance of the Korean movements in the international mobilisations.
I'm thinking of the Taegu conference, the ASEM alternative summit, the recent mobilization against the WEF meeting in Seoul, the mobilization of Korean farmers, workers and activists in Cancun, the unionist's strikes and demonstrations, and the enormous anti-war movement in Korea.
These events are part of a huge international wave of mobilisations against neo-liberal globalisation and against the wars and the policy of the Bush administration.
On 15th of February 2003 we were more than 15 million on the streets against the war on Iraq and, in the last years, several mass demonstration and movements were organised at international as well at national level against neo-liberal policies.
These movements are extremely important to change the correlation of forces at national and international level, but it's also important to built campaigns and mobilisations focusing in more precise targets.
In this way, the creation of a "Spec Watch Korea" is an important step, and I hope you will accept to work with the different ATTACs in the world and all the movements wanting to built campaign against speculative capital, tax havens and speculative funds.
Concretely, the next World Social Forum, which will be held in Porto Alegre at the end of January 2005, could be a good place to meet and to build common commitments on this important issues.
But I'm sure that ATTAC-France will accept with pleasure to look at any other occasion to work together.
I'm sure you will have a very good, interesting and productive conference and I look forward to working together to build a world-wide mobilisation against speculative fund and neo-liberal policies !
